New York Launches Contractor and Subcontractor Registry for Public Projects
New York State has introduced a new requirement under Labor Law Section 220-i, which mandates that all contractors and subcontractors bidding on or performing construction work on public projects, or private projects covered under Article 8 of the state’s Labor Law, must register with the New York State Department of Labor (NYSDOL). The new registry requirement takes effect on December 30, 2024, and is designed to ensure compliance with prevailing wage laws across the state.
Who Must Register?
Contractors: Any entity entering into a contract for construction, demolition, repair, or other work on covered projects.
Subcontractors: Any entity subcontracted to perform similar tasks as outlined in Article 8.
Both contractors and subcontractors must be registered before submitting new bids or starting work on covered projects. NYSDOL advises registering as early as possible to avoid delays in project timelines or bidding periods. Contractors are responsible for verifying that all their subcontractors are registered as well.
Certified Payroll Submission Requirements in 2025
As of December 31, 2025, an online database will be introduced for submitting certified payroll records electronically. This publicly accessible system will require all certified payroll records to be submitted online.
