Proposed Habitat for Humanity development would create 60 homes for low-income families

Marin County officials are weighing a $5.2 million loan to support an ambitious Habitat for Humanity housing development in north Novato that aims to create permanent homeownership opportunities for dozens of low-income families.

The proposed project, estimated at $84 million, would bring 80 homes to a 9.7-acre parcel at 8161 Redwood Blvd., just steps from the SMART rail station at San Marin Drive and a few miles from downtown Novato. Of the 80 total homes, 60 would be designated for low-income households, according to the county’s announcement on Thursday.

The funding, if approved by the Marin County Board of Supervisors, would help cover key predevelopment and construction costs. Officials say the loan reflects the county’s ongoing commitment to increasing the supply of affordable housing and supporting homeownership in one of the most expensive regions in the nation.

“This is a critical opportunity to provide long-term housing stability for working families in Marin,” said a spokesperson for the county’s Community Development Agency. “Habitat for Humanity’s model aligns with our vision for sustainable, community-based housing solutions.”

Sales prices for the homes are expected to range between $467,000 and $690,000—far below market rate in Marin County, where the median home price often exceeds $1 million. All units will be distributed through a lottery system, ensuring an equitable selection process.

In addition to constructing the homes, Habitat for Humanity will offer financial literacy support, homeownership counseling, and maintenance training to all qualified buyers. “We want to make sure families are not only able to buy these homes but that they can succeed and thrive as homeowners,” said a representative from Habitat for Humanity Greater San Francisco. “This project is about building equity and opportunity across generations.”

The location was selected for its accessibility to transit, schools, parks, and employment centers—key components in the nonprofit’s criteria for neighborhood development. The site’s proximity to the SMART train is also expected to offer residents improved regional mobility without reliance on personal vehicles.

The Board of Supervisors is expected to review the proposed funding in an upcoming public meeting. If approved, the loan would mark one of the largest single contributions the county has made toward a nonprofit-led housing initiative in recent years.

“Affordable homeownership is one of the most powerful tools we have for addressing systemic inequality and stabilizing families,” the county spokesperson said. “This project brings us one step closer to a more inclusive Marin.”

Construction is anticipated to begin in 2026, pending final approvals and additional financing.
