Burns & McDonnell Promotes Leaders to Boost California Infrastructure

Caroline Raffetto

BREA, Calif. — Burns & McDonnell, the 100% employee-owned engineering, construction, and architecture powerhouse, has promoted two key leaders in its California division as part of a broader strategy to meet growing demand for infrastructure development across the state.

Sean Kenny has been named Construction Group Manager for California, a role in which he will oversee construction operations and project execution across major sectors such as power, transmission and distribution, aviation, federal, ports, global facilities, and aerospace manufacturing.

Kenny brings deep expertise in design-build and engineer-procure-construct (EPC) delivery models, having progressed through the company from field engineer to project manager, and most recently serving as construction director with a focus on industrial markets.

“Both Sean and Kevin are exceptional leaders with a strong track record of success in construction across a variety of industries that help propel our state into the future and provide our communities with essential infrastructure,” said Rashmi Menon, vice president and general manager for Burns & McDonnell in California. “I admire their commitment and humility in leading their teams, and I’m excited to see what they continue to accomplish. Their leadership will play a key role in delivering safe projects with exceptional client service top of mind.”

Kevin Sepulveda, meanwhile, steps into the role of Global Facilities Group Manager for California. He will oversee teams executing complex projects in high-growth sectors such as aerospace manufacturing, data centers, life sciences, and food and beverage. A native of California, Sepulveda holds a degree in architectural engineering from Cal Poly San Luis Obispo and brings over a decade of experience managing greenfield developments, plant expansions, and retrofit projects nationwide.

Both leaders are positioned to play a critical role as California ramps up investment in resilient infrastructure, sustainable development, and advanced manufacturing capabilities.

Strategic Expansion Across the State

Burns & McDonnell continues to scale its California footprint with offices in Brea, Los Angeles, San Diego, and Walnut Creek, where the firm is actively hiring professionals across a range of disciplines.

With increasing demand for reliable energy, transportation upgrades, advanced industrial facilities, and water resilience systems, the firm’s California team has become a go-to partner for complex infrastructure projects. It has consistently ranked among the top design and construction firms in the region by Engineering News-Record West.

The promotions signal Burns & McDonnell’s intent to further localize leadership and strengthen regional expertise to support California’s evolving needs.

Founded in 1898, the company operates from more than 75 offices globally and remains 100% employee-owned, with a mission to deliver safe, innovative, and community-centered infrastructure that drives long-term impact.
