Luis Delgado, CCM, President and National Group Lead for STV's Program and Construction Management (PM/CM) Practice, has been appointed Chair of the Board of Directors for the Construction Management Association of America (CMAA). His election took place at the CMAA2024 National Conference in San Francisco, marking a key moment in his long-standing involvement with the organization.
With nearly 30 years of experience in project delivery, business leadership, and overseeing major capital programs, Luis heads STV’s national PM/CM business. His responsibilities encompass driving business development, operations, client relations, and project delivery, in addition to fostering a strong team culture and supporting talent growth within the practice.
Before joining STV, Luis was the U.S. West Region Director of Growth for a multinational engineering firm. In this role, he managed over $7.5 billion in projects across 32 states, developing growth strategies, leading sales initiatives, and enhancing client engagement.
Luis is an active member of the CMAA North Texas Chapter and has held various leadership roles within the association, including Chapter leader, national committee chair, PCM instructor, and Board member. After serving as Chair-Elect in 2024, he now assumes the position of Chair.
"For over 25 years, CMAA has been an integral part of my professional life - a journey that has shaped me, both personally and professionally," Luis shared. "CMAA has never been just a professional network to me; it has been a community - a place where I’ve forged lifelong friendships, grown and developed as a leader, and found opportunities to engage in meaningful conversations that shape our industry’s future."
Luis’s career began in Mexico, where he encountered the challenges of delivering capital projects without established industry standards or training. His passion for finding solutions led him to CMAA when he moved to the U.S. 25 years ago. As the new Chair, he is now overseeing CMAA’s launch of its International Engagement Committee, designed to strengthen connections between PM/CM professionals globally.
During his acceptance speech at CMAA2024 on October 28, Luis outlined two main challenges for the organization. “First, get involved and make your voice heard. Together, we have the power to shape the future of our profession, to elevate PM/CM standards, and to seize the incredible opportunities ahead. I am confident that by working together, we will not only meet every challenge but exceed every expectation,” he emphasized. “Second, support the CMAA Foundation and help us develop the future PM/CM professionals.”
Luis also shared his vision for his tenure as Chair, emphasizing the role of technology in advancing the PM/CM industry. “I don’t have to tell you our field is evolving at a breathtaking pace, with technology leading the charge,” he said. “Together, we will continue exploring new avenues that drive our profession forward, ensuring that CMAA remains at the forefront of industry and technological developments.”
Andrea S. Rutledge, CAE, President and CEO of CMAA, expressed her confidence in Luis’s leadership. "Luis' contributions on the Board of Directors and the Association have been remarkable. He always challenges me and others on the Board to think a bit more outside the box to meet the Mission and Vision of the Association.
