
ATLANTA — American Global is excited to announce that Matthew E. Cline, Esq. has joined its growing Infrastructure team. Based in Atlanta, Matt brings over 20 years of experience in public sector construction and will focus on managing project risk analysis, with an emphasis on risk allocation and insurance provisions in alternative project delivery (APD) projects and public-private partnerships (P3s).
Matt’s deep legal expertise will also support American Global’s infrastructure practice by aiding client negotiations and providing risk mitigation advisory services. His unique perspective from the public sector will bridge communication gaps between project stakeholders, ensuring all parties understand their risks and responsibilities.

He will collaborate closely with Senior Vice President Caryn Maxfield and Engineering Risk Manager Giovanni Bach, both integral members of the infrastructure group.
Leadership Praise for New Addition

Extensive Public Sector Experience
Before joining American Global, Matt spent 20 years with the Georgia Department of Transportation (GDOT), where he gained extensive experience in construction procurements, ADP Projects, and related agreements. His leadership roles included serving as General Counsel and Division Director of Administration for 15 years. Additionally, he held positions as Deputy General Counsel and Transportation Engineering Administrator at GDOT. Matt’s background also includes serving as an Assistant Attorney General, representing state agencies, authorities, and more.

Matt holds a Bachelor of Arts degree in Political Science from Boston College and a Juris Doctor specializing in Maritime Law from Tulane Law School.
