Turner Wins $158 Million Emergency Operations Center Project

Turner Construction Company, in partnership with design-build collaborator DGA Architects, has been awarded a $158 million contract by the Department of General Services to construct a state-of-the-art Emergency Operations Center for the Governor’s Office of Emergency Services. The center will be located in Costa Mesa, California, and aims to significantly enhance emergency preparedness and response capabilities for Southern California.

This facility will be essential for coordinating disaster management and emergency response at a high level, ensuring California’s readiness and resilience during crises. It will feature advanced energy infrastructure, including photovoltaic panels, battery energy storage, and emergency generators, built to meet Zero Net Energy standards.

The California Office of Emergency Services is tasked with planning, readiness, and response to various threats such as earthquakes, floods, wildfires, droughts, public health emergencies, cybersecurity threats, agricultural disasters, and homeland security risks.
