According to projections from the Arizona Office of Economic Opportunity (OEO), around 50,000 new workers will be needed to fill construction jobs by 2033. While this demand poses a challenge, it also offers a significant opportunity for the state’s workforce and economy.

Carlos Contreras, Director of OEO, explains the importance of this forecast: "We know this because OEO is the state’s hub for workforce development strategy and labor market analysis. Our data-driven insights guide decision-makers in shaping Arizona’s economic future. The recently released long-term employment projections through 2033 highlight the urgent need for skilled workers in the construction sector."

To address this growing need, OEO has launched the BuildItAZ Apprenticeship Initiative, aiming to double the number of apprentices in Arizona’s construction and trades sectors by 2026. This program provides Arizonans with both classroom instruction and hands-on training to develop the skills necessary for high-demand construction jobs.

Why the Need for Apprenticeships?

The need for skilled workers in Arizona’s construction industry is driven by the state’s rapid economic expansion. From semiconductor facilities and roads to hospitals, schools, and housing, nearly every major development begins with construction. “Construction is a foundational industry for economic growth,” Contreras says. “Whether it is multibillion-dollar semiconductor facilities, roads, hospitals, housing, or schools, it all starts with a construction project. These projects require a skilled workforce.”

Apprenticeship programs are vital because they provide an alternative to traditional four-year degrees. They offer a direct pipeline to high-paying jobs, which is crucial for Arizona residents—whether they are recent high school graduates or career changers.

The Road Ahead

To meet the growing demand for construction workers, Arizona will need to take several steps:

Partnering with industry leaders ensures that apprenticeship training aligns with the real-world demands of the construction sector. These collaborations create more opportunities for apprenticeships.

The initiative has already allocated over $600,000 to expand apprenticeship opportunities. This funding is being used to support five organizations in Maricopa and Pima counties, helping them build and expand their apprenticeship programs.

By improving access to registered apprenticeship resources, OEO plans to equip Arizonans with the skills needed to thrive in high-demand industries, ultimately driving economic growth, reducing unemployment, and creating a more skilled workforce.
