This prestigious award celebrates outstanding young leaders who are shaping the future of the architecture, engineering, and construction (AEC) industry through innovation, leadership, and dedication.

ENR West’s annual Top Young Professionals list features 30 exceptional leaders under the age of 40 who have made significant contributions to their respective companies and communities across Alaska, California, Hawaii, Nevada, Oregon, and Washington. The selection process was highly competitive, with nearly 100 applicants vying for the distinction. Candidates were evaluated based on career achievements, leadership capabilities, industry impact, and community involvement.
Ryan Ouyang’s Career and Contributions
Ryan Ouyang plays a crucial role in overseeing all legal aspects of Balfour Beatty’s Civils operations in the Western U.S. He holds a bachelor's degree in mechanical engineering from the University of Illinois Urbana-Champaign and a Juris Doctor (J.D.) from the University of Notre Dame. Before joining Balfour Beatty in 2024, Ryan built an impressive career, including roles as a law clerk and associate attorney in Chicago, an ethics and compliance officer and contracts manager at the Walsh Group, and seven years at AECOM, where he rose to the position of assistant general counsel.
Throughout his career, Ryan has been instrumental in managing legal strategies, improving financial performance, and developing risk management processes that mitigate margin erosion. His expertise in construction law and contract negotiation has contributed to the success and growth of major infrastructure projects in the region.
Beyond his professional role, Ryan is dedicated to giving back to the community. He serves on the leadership advisory board of Vista Del Mar Child & Family Services, a nonprofit organization that provides essential services for children and families facing mental health challenges. His commitment to mentorship and community service aligns with Balfour Beatty’s values of fostering positive societal impact.
