Suffolk has officially commenced the construction of the $1.1 billion Terminal E project at Southwest Florida International Airport (RSW) in Fort Myers, Florida. This marks the largest municipal construction project in Lee County's history. The groundbreaking ceremony took place on March 12, as confirmed by a news release from Suffolk, a Boston-based contractor. According to Wink News, the project stands as the most expensive municipal construction effort in the county's history.

This expansion project is part of a broader initiative to prepare RSW for projected increases in passenger traffic over the next decade. The airport saw a record-breaking year in 2024, serving more than 11 million passengers. Phase two of the project will enable the airport to accommodate between 10,000 and 15,000 more passengers daily.
Key Aspects of the Expansion
The Lee County Port Authority is overseeing the expansion, which will include the construction of a new concourse with an initial 14 gates, with plans for a future total of 19 gates. The expansion will also introduce a new concessions area, and a complete overhaul of the existing main terminal, which will include a new ticketing lobby, baggage claim area, and an advanced baggage handling system.
In addition to the main terminal expansion, the project will include:
- Replacement and expansion of the chiller system.
- Significant improvements to the airside, including taxiways and apron areas.
- Modifications to landside roadways and terminal curbs.
- Installation of a new Transportation Security Administration (TSA) checkpoint.
- A new hydrant fueling system.
Furthermore, the project will involve substantial reworking of the taxiways surrounding the new concourse. New roadways and pedestrian bridges will enhance the passenger experience for both arrivals and departures, ensuring smoother transitions through the airport.
Funding and Timeline
The project is funded through a combination of resources from the Lee County Port Authority, the Florida Department of Transportation (FDOT), and grants from the Federal Aviation Administration (FAA). The initial phase of the terminal expansion, valued at $331 million, is being constructed by SNC-Lavalin, now known as AtkinsRéalis, which has faced delays due to design-related issues and challenges with the construction manager and firm, as reported by Wink News.
Work on Phase 2 is already underway, with crews currently installing piles and removing existing utilities. Underground mechanical, electrical, and plumbing work in both the new concourse and terminal areas is also progressing.
Suffolk’s Role and Commitment
Pete Tuffo, president of Florida Gulf Coast and National Gaming for Suffolk, highlighted the company’s collaborative approach to planning and construction.
“Suffolk’s ability to successfully navigate complex projects and timelines without causing disruption to an airport’s ongoing operations is a testament to our meticulous planning and execution skills,” Tuffo stated. “Our unique approach helps to ensure airports remain fully functional and efficient throughout the entire construction process.”
Completion and Future Plans
The construction project is slated for completion in 2027, marking a significant milestone in RSW’s expansion to meet future demand. The addition of more gates, expanded terminal areas, and enhanced passenger facilities is expected to help the airport stay ahead of growth, ensuring it can continue to provide top-tier service to the millions of passengers expected over the next decade.
Long-Term Growth Strategy for RSW
The expansion of Southwest Florida International Airport comes as part of a long-term strategic vision to accommodate the region's booming population and increasing tourism. The airport, which serves as a key hub for both domestic and international travelers, has seen consistent growth in passenger numbers over the past decade. The completion of Phase 2 will not only help manage this growth but also position RSW as a modern, world-class airport catering to an expanding customer base.
As the airport continues to grow, future projects are expected to address additional needs, including upgrading facilities for sustainability, incorporating advanced technologies for passenger processing, and expanding its parking and transportation options to ensure convenience and accessibility. The investment in infrastructure will undoubtedly play a crucial role in enhancing the region's connectivity, supporting local businesses, and driving economic development for years to come.
